The Edwardes College Board of Governors endorsed various policy documents developed over the past year in the life of the College and ratified numerous personnel transitions at its meeting held at Edwardes on Friday, 9 March 2012. The group’s agenda was especially heavy in view of its not having met since May 2010. The Board endorsed the Position Description for the Principal of Edwardes College, which details the chief executive’s work under the headings of Academics, Internal Administration, Finances and Property, Board of Governors, Overall Leadership, and External Relations. Following the recommendation of the Executive Committee, “Vision 2013,” the College’s strategic plan that focuses on achieving degree-granting status, was endorsed with some members commenting that this and the position description could be models for other institutions. The “Management Structure of Edwardes College,” a document initially drafted by member Dr. Nasser Ali Khan and then revised by the Management Team to accord with current patterns and best practices, was endorsed as the outline of College functions and accountabilities. It was noted that the current structure separates financial, property and record-keeping functions that formerly were combined in one position. Numerous faculty and staff appointments, retirements, regularizations, promotions and leaves made since the previous Board of Governors meeting were ratified, including the appointment of Prof. Kalim Ullah as First Vice Principal, Prof. Muhammad Akhyar as Second Vice Principal, Ms. Sana Manzur as Acting Finance Director while Mr. Fahim Khan is on leave, Mr. Shah Mehmood as Administrative Officer, and Mr. Abdul Qadeem Khan as Acting Internal Auditor. Appointments of 19 faculty, 13 of them new last September, were approved, bringing the current faculty count to 94. As retirements were noted, the Board passed a resolution of appreciation for the teaching and administrative service of now retired Vice Principal Prof. Syed Naseem Haider Kazmi after 37 years. The comprehensive “Financial Rules of Edwardes College” were approved, with compliments to external auditors Shahid Waheed Younus Jamil and Finance Director Fahim Khan as members commented that these rules may be a useful model for other institutions. The rules and trust document were approved for the Edwardes College Contributory Provident Fund which replaces the College Pension Fund for new employees. Again, members commented that these documents could be a useful model for other institutions, and external auditors Shahid Waheed Younus Jamil and Finance Director Fahim Khan were complimented for their work in compiling them. The new “Faculty and Staff Accommodation Policy,” which gathered rules and policies accumulated over 30 years and made them more comprehensive and consistent, was approved. In financial matters the Board of Governors accepted the Audit Report for Fiscal Year 2010-11, the 2011-12 Budget, the Financial Report on 2011-12 Session to Date, and the Rough Anticipated 2012-13 Budget. It was noted that the College continue to build its reserves in order to cover emergencies and special projects arising. The Board received information regarding the Edwardes College Pension Fund. It also heard reports on a number of legal matters and took action concerning several of them. Members present at the meeting were His Excellency Barrister Syed Masood Kausar, Governor of Khyber Pakhtunkhwa and Chair of the Board; the Rt. Rev. Humphrey Sarfaraz Peters, Bishop of Peshawar and Board Vice Chair; Minister of Higher Education Qazi Muhammad Asad; Secretary of Higher Education Farah Hamid Khan; Additional Secretary of Finance Nadeem Bashir; Bishop’s Nominee Dr. Samson; Faculty Representative Prof. Nasir Iqbal; and Dr. Presler, Secretary. Attending were Management Team members First Vice Prof. Principal Kalim Ullah, Second Vice Principal Prof. Muhammad Akhyar, Acting Finance Director Sana Manzur, and Administrative Officer Shah Mehmood. Board members unable to attend were Diocesan Nominee Dr. Sarah Safdar and Peshawar University Acting Vice Chancellor Qibla Ayaz.
